INNOVATE !

Such is the « buzzword » of the upcoming 2007-2013 programming period of regional policy which opens on the 1 January next. There are now less than three months left for the Regions to reflect on the issue of “how to innovate as effectively as possible?”

The Commission has offered new ways to help them in this task, for example the communication of 13 September on European innovation strategy (Putting knowledge into practice: a broad-based innovation strategy for the EU) as well as the communication by the Directorate General for Competition, of regulations R&D and Innovation and of the specific draft innovation regulation which is going to outline the kind of aid that regional policy will be in a position to finance for the period 2007-2013.

No doubt that these elements bring about an extra perspective in relation to the generalised guidelines which figure in the community strategic guidelines which will be, without passion, adopted in October 2006. But the game margins stay above all, it is up to the regional partners to invent new ways of innovation governance between the classic interventions in favour of industrial fabric (economic aid), the traditional interventions in favour of the research sector and the accompanying structures of innovation.
