     INTERVIEW

    ONE WALES ONE PLANET

Jane DAVIDSON, Minister for Environment, Sustainability and Housing of the National Assembly for Wales

Jane DAVIDSON, Minister for Environment, Sustainability and Housing of the National Assembly for Wales, co-chairs the Network of Regional Governments for Sustainable Development (nrg4SD), an organisation representing regional governments at global level in the field of sustainable development. nrg4SD will promote a side event at the December Copenhagen Summit.

Enrico Mayrhofer: Mrs Davidson, what does Copenhagen represent for you? Will this conference be just a hope? Hopenhagen… like it is sometimes referred to…

Jane Davidson: For me, Copenhagen has to be about delivery. I am very focused on getting all levels of government recognised in this Summit. National governments should discuss their decisions with regions and local authorities; otherwise, there is a danger that whatever the nations sign up to would not necessarily be delivered to their regions, and to their local authorities. Therefore, I think it is critically important to have a world agreement on climate change that recognises also the role of all levels of government...

SEMINAR ON THE CRISIS IN MARSEILLE

At the invitation of Michel VAUZELLE, President of the Region Provence-Alpes-Côte d'Azur, the 160 member regions of the Conference of Peripheral Maritime Regions of Europe (CPMR) will meet in Marseille on 27 November 2009 for the seminar “Leading Europe out of the Crisis : Initial Proposals from the Regions for the Future of the EU Budget and Policies”.

The objective is to enable representatives of international and European institutions to meet, as well regional leaders from Europe, Asia and Latin-American, to discuss the adaptation efforts (in terms of economic development, innovation, employment and training) which those bearing daily witness to this crisis have made to tackle it as quickly and as closely to the needs of the territory as possible.

The CPMR has already presented its reflection on the impact of the crisis in the European regions and the measures they have taken to tackle it, during its General Assembly in Göteborg in October 2009. This analysis emphasized the differences which exist between the regions, but also put across that political responses must be developed at regional level. During this General Assembly, the Manifesto “Emerging Stronger from the Crisis: a European Territorial Pact” was also approved in order to send a clear and direct message to European Institutions...

EUROPEAN REGIONS RESEARCH AND INNOVATION NETWORK

ERRIN (European Regions Research and Innovation Network) was established in 2001 as an informal network. After two years of EU support within the ‘Regions of knowledge’ action, ERRIN created an independent not for profit organisation and members have now joined from over 70 regions.

ERRIN specifically deals with research and innovation-related issues and aims at improving collaboration and joint trans-national projects between the research and innovation organisations in member regions and at facilitating regular dialogue with the European institutions in order to promote the regional dimension of research and innovation and the participation of member regions in European debates and consultations.

One recent initiative of ERRIN which brought the organisation into contact with the CPMR and the nrg4SD network is the statement ERRIN produced calling for increased investment into R&D for low carbon technologies and renewable energy. This was presented to the European networks at an event in early October 2009...
