A NEW SECRETARY GENERAL TO ADDRESS NEW CHALLENGES
The process of recruiting a new Secretary General for the CPMR
is under way. A large number of CVs have been received and are
being examined by the Short-listing Panel, which will select the
strongest candidates to be invited to our Political Bureau meeting
in Odessa on 12 June 2009 for an interview with our members.
I have long been convinced that the nomination of a new European
Commission and the election of a new European Parliament will
usher in a new phase which will be crucial for our member Regions,
that of the preparation of the multi-annual financial perspectives
for the period 2014-2020. Having conducted this exercise on two
occasions (2000-2006 and 2007-2013), I am well aware of what is
required. Continuity in the dialogue with our institutional partners
is essential. It would not have been reasonable for me to be involved
at the start of the process only to hand over responsibility half
way through. That is why I proposed that the changeover should
take place this year. By the autumn of 2009, the CPMR will have
a set of proposals to be submitted to its General Assembly in
Göteborg on 2 October and a strengthened team of competent
Directors as well as a new Secretary General...

TOWARDS A MORE BALANCED CAP: THE REGIONS OPEN THE
DEBATE
The CPMR launched an inter-regional debate on the future of the
CAP at a seminar in Nantes on 23 October 2008, organised by the
Pays de la Loire Region. The seminar was an opportunity for the
Regions to inform the European Commission and Council of their
shared commitment to making proposals concerning the configuration,
after 2013, of support for farmers, rural economies and rural
areas.
It was also decided during the seminar that the debate should
be carried out in partnership with the other regional organisations
active in this field, including broad-based organisations such
as the Assembly of European Regions, geographical organisations
such as the European Association of Elected Representatives from
Mountain Areas, and specialist organisations such as the European
Association of Geographical Indications...

SEATRAINING, A TRAINING NETWORK FOR EUROPEAN MARINAS
The European Project SEATRAINING (Integral Training in European
Marinas), included within the European Vocational Training Program
Leonardo da Vinci, has been created with the objective of promoting
a specific training model for managing personnel in nautical installations.
The project, which started in Valencia the 19th December 2007,
is aimed at giving answers to the challenges that currently are
put forth in nautical facilities, so as to contribute to the improvement
of the services that are offered. These requirements have been
more evident, especially in the following fields: adaptation of
users services, environmental management, nautical sport
facilities protection and security, information technology development,
historical-artistic heritage, maintenance of these facilities
and renewal of nautical fleet and infrastructures...
