VIDEO INTERVIEW WITH CLAUDIO MARTINI ON THE WHITE PAPER ON MULTI-LEVEL GOVERNANCE

Claudio Martini

The Committee of the Regions has decided to present a White Paper on multi-level governance. “It is a very important initiative,” said Claudio Martini, President of Tuscany and the CPMR, “which aims to mobilise local and regional authorities in the new European scenario”. First and foremost, the aim of the White Paper is to re-launch the role of the local and regional authorities. Their contribution could be important in the setting up of the main European objectives. Claudio Martini underlined that “without the involvement of the regional authorities, we can not realise Europe’s major strategies”.

Secondly, the White Paper should consider the possibility of developing EU policies. “We would like to avoid the risk of a u-turn on major policies such as the common agricultural policy, cohesion policy and regional policy. This, unfortunately, is what can happen if some countries manage to influence politics and Europe’s major strategies...

NO SOLIDARITY, NO EUROPE!

“There is no European Union without solidarity,” stated José Manuel Barroso at the Summit of Regions and Cities, “and social and economic cohesion is the most important principle to implement this concept.”

The Summit was organised on 5-6 March 2009 in Prague by the Committee of the Regions and both the President of the European Commission and the Commissioner responsible for Regional Policy, Danuta Hübner, took part in the discussions.

The financial crisis has been at the core of the debates during the two-day summit. Indeed, all Presidents of regions and mayors of Europe were very concerned about the recession and some of them asked for a “European Summit between the Commission, the Council and regional organisations” as proposed by Claudio Martini. Indeed, the President of the CPMR feels “the only way to tackle the crisis is to establish dialogue between regions and cities, national governments and the European Union"...
