THE REGIONS' RESPONSE TO THE CRISIS
"I think the role can be important if the Commission decides to call upon all the regions to contribute. The plan put forward is a plan which aims to boost the whole economic situation in Europe. Of course, banks and financial institutions first and foremost, but also industry and real economy, the purchasing power of families and workers, job offers and social systems in place for those who will lose their jobs in the coming months. It is a very vast, coordinated programme, in which the regions can play an important role - above all to give more efficiency and coherence in the presentation of all programmes, all structural funds, as this is money which arrives directly in the territories, which calls on the co-financing of the whole economic sector, private and public, so this can really give a boost to the whole economy...."

"COHESION POLICY COULD DRAW ITS INSPIRATION FROM THE INTEGRATED VISION OF MARITIME POLICY"
Cohesion policy could draw its inspiration from the integrated vision of maritime
policy, said Xavier Gizard, Secretary General of the CPMR, who participated
in the Hearing on Territorial Cohesion in the European Parliament Hemicycle
on 2nd December 2008.
NOT ALL QUESTIONS HAVE BEEN ANSWERED IN THE GREEN PAPER ON COHESION
Lambert Van Nistelrooij is the President of the Assembly of European Border Regions and is Member of the Committee on Regional Development in the European Parliament.
Mr Van Nistelrooij, a Dutch member of the EPP political group, is the rapporteur for the Green Paper on Territorial Cohesion presented by the European Commission on 6 October 2008.
According to this Green Paper, territorial diversity is a vital asset that can contribute to the sustainable development of the EU as whole.
Enrico Mayrhofer: Mr Van Nistelrooij, how do you judge this Green Paper? What are the positive and negative aspects of it?
Lambert Van Nistelrooij: I am glad that there is a Green Paper because
the Green Paper is the first step to launch a new policy that leads
to legislation. In this case, the legislation at stake is very important;
it is the financial regulation for 2013-2020!

CPMR POLITICAL BUREAU MEETING
23 January 2009
Mr Bent Hansen, President of Midtjylland Region will host the next
CPMR Political Bureau on 23rd January 2009 in Aarhus (DK). The debates
will deal with cohesion policy with the presentation of a policy paper
further to the publication of the Green Paper in last October. Mr Lambert
Van Nistelrooij, Member of the European Parliament and Rapporteur on
the Green Paper on territorial cohesion policy, together with Mr Jean-Yves
Le Drian, Member of the Committee of the Regions and Rapporteur on the
Green Paper on cohesion, will participate in the meeting. The Energy/Climate
package, the European marine and maritime research strategy together
with the Green Paper on fisheries, will be presented. Other items for
discussion will include the negotiation of the Copenhagen Protocol,
results of the Saint-Malo Summit and the Conference of the Parties in
Poznan.
