Due to your action, for the first time in 50 years, the Heads of State and Government have finally associated Regions with the construction of Europe!

Indeed, on the occasion of the 50th anniversary of the signature of the Treaties of Rome, the German Presidency included the following references to regional and local authorities in the final Declaration:

There are many goals which we cannot achieve on our own, but only in concert. Tasks are shared between the European Union, the Member States and their regions and local authorities.

Although we have believed in these values for many years, we had been waiting for an explicit recognition of Regions by European Governments. Today, we still have a minor role in EU policy processes even though we implement many EU laws. Moreover, adapting policies developed at a higher level to local circumstances, we welcome the European degree of legitimacy and we promote the spread of European values at the regional level. European integration will falter unless citizens are given a stronger role, and regions and local authorities are the closest tiers of government to citizens!

We wish to express our sincere thanks to you for this explicit recognition and we do hope to contribute to bringing Europe closer to the citizens, as you mentioned on several occasions.

We will support any other future action coming from the German Government in favor of the subsidiarity and strengthening of regions and local authorities at the European level.

We wish you success for the remainder of the German Presidency.
