WORKING GROUPS

The environmental and territorial implications of the Common Agricultural Policy (CAP) and the European rural development policy are important. In these two policies, the CPMR wishes to uphold the principles of sustainability, subsidiarity and territorial balance.
Since the early 1990s, the CAP has been the subject of successive reforms that profoundly alter the conditions for operating agricultural activity, which impacts upon rural economies and the countryside.
It should be ensured that the territorial consequences of these developments are anticipated and prepared, and that regional authorities are called upon to give meaning to this policy which is challenged to justify the budgets which are allocated to it.
On this basis, the CPMR is bringing together a working group representing the geographic diversity of its member regions and is introducing a process to consider and develop proposals on the CAP post-2013.
The main policy areas to be addressed will be:
- Regionalisation of the first and second pillar;
- Territorial balance of direct first pillar support;
- Food quality;
- Food security including commercial aspects;
- Sustainable agriculture;
- Regulating agricultural markets;
- The impact of the global food outlook on European
agriculture.
This group is coordinated by the region of Andalusia (ES) with the support of the CPMR General Secretariat. It shall meet according to the rhythm and current events of the European Union and the CPMR on this policy area.
